Cabinet Resolution No. 1420 by the Ukrainian government from December 13, 2024, “On Amending Certain Resolutions of the Cabinet of Ministers of Ukraine Regarding the Use of Extracts from the Unified State War Veterans Register to Provide Benefits to Specific Citizen Categories” grants subsidies to families of individuals captured or missing in action.
If a beneficiary has been captured or declared missing under special circumstances, the housing and utility subsidy payments are issued:
- upon application by a family member (spouse, non-working parents, etc.) physically residing at the address where benefits are applied;
- by transferring funds to the bank account of said family member.
The monetary transfer is processed starting from the month following the application month, based on these documents submitted by the beneficiary’s family member to Ukraine’s Pension Fund bodies:
- an application in free form;
- an extract from the Unified State War Veterans Register.
Subsidies to the family member’s account are disbursed until the month the beneficiary is released from captivity, declared missing by a court, or announced deceased by a court. Therefore, the conditions for receiving the subsidy payment by the beneficiary’s family member involve:
- the beneficiary being acknowledged as missing or captured;
- actual residence at the subsidy address;
- provision of the Unified State War Veterans Register extract;
- submission of the application;
- possession of an applicant’s account with an authorized bank.
Which Utility Subsidy Types Exist?
The types of housing and communal service subsidies are defined by a specific Procedure. Ukrainians can receive benefits for the following services:
- housing usage fees (rent, maintenance charges for buildings and structures, surrounding areas);
- multi-apartment building management, communal services (centralized cold water supply, centralized hot water supply, wastewater disposal, heating, electricity, natural gas including transport, distribution & supply, central heating, domestic waste removal);
- usage of solid domestic fuel, liquefied gas.
Where to Submit Documents for Benefit Approval?
Applications along with required paperwork to arrange housing utility subsidies can be submitted via the method most suitable for you:
- in person at the nearest Pension Fund service center;
- sent by mail to the Pension Fund;
- via the Pension Fund mobile application;
- through the Pension Fund’s electronic services portal.
