Preparations for the material reserve for the autumn-winter period, considering potential emergencies, are ongoing in the capital. Primary focus is placed on food security and the clear coordination of all involved services. Kyiv has been undertaking this work since the full-scale invasion began, continuously updating supplies and refining response algorithms. This was emphasized by the Deputy Head of the Kyiv City State Administration (KCSA) for the exercise of self-governing powers, Oleg Kuyavsky, during a meeting of the Coordination Council on Food Security and prompt provision of life support for the city’s population.
“The city is systematically preparing for the autumn-winter period, taking into account all possible scenarios. Our task is to form the necessary material reserve in advance, ensure the food security of Kyiv residents, and develop clear interaction algorithms for all services so that in the event of an emergency, assistance reaches people as quickly as possible,” stated Oleg Kuyavsky.
Participants of the Coordination Council reviewed key issues concerning the formation of the capital’s food reserve. Specifically, within the next 1–1.5 months, the Kyiv Humanitarian Hub is to procure and assemble food kits (individual daily rations), which will serve as a reserve for use in emergency situations. Public and volunteer suggestions, based on practical experience in crisis conditions, were considered during the reserve formation process.
Special attention was given to the interaction algorithms between structural divisions of the city authorities, district state administrations, communal enterprises, and public and charitable organizations. In particular, those responsible for the logistics and supply of food, water, and essential items for the population in crisis situations were clarified.

We remind you that the Kyiv Humanitarian Hub operates in a continuous crisis response mode, providing comprehensive assistance to residents of damaged buildings. The work of the hub is coordinated by the KCSA’s Department of Industry and Entrepreneurship Development in interaction with district state administrations and public organizations.
Throughout January – July 2026, substantial volumes of products were transferred to district state administrations for the preparation of hot meals for the population and rescuers. Approximately 100 tons of food and 500,000 units of essential goods (flashlights, candles, power banks, disposable tableware, etc.) were also provided to affected individuals.
Additionally, the city facilitated the transfer of 979 power supply sources to educational institutions, healthcare facilities, social services, cultural institutions, critical infrastructure sites, and district state administrations. Within the framework of the “Warm Package” program, 250,000 units of manufactured goods were distributed to socially vulnerable population groups.
Previously, it was reported that under the Capital’s Resilience Plan, a new heating pipeline is being constructed for Teremky in the Holosiivskyi district.
