Students of higher education institutionsApplicants in Ukraine will have the opportunity to receive state support for tuition fees, not only through state-funded places. The Verkhovna Rada has passed bill No. 10399, which alters the approach to financing higher education and introduces a state grant system. According to MP Serhii Babak, 298 members of parliament voted in favour of this decision.
How the Tuition Financing System Will Change
The law stipulates a gradual transition to the principle of “money follows the student.” State grants are intended to become a separate, fully functional financing mechanism for education, alongside state-funded places.Several types of grants are foreseen:
- Academic grants will be awarded based on the results of the National Multisubject Test (NMT) or External Independent Evaluation (ZNO).
- Social grants are for representatives of specific vulnerable categories.
- “Hero Grants” will be created for veterans, individuals with disabilities resulting from war, and participants of the Revolution of Dignity.
- Special grants are for artistic or sporting achievements.
- A separate grant is intended for the training of reserve officers.

Over 25,000 students have already received grants. The average grant amount is UAH 23,600, according to the press service of the Verkhovna Rada.Meanwhile, state-funded places are not being abolished. The law stipulates that state expenditures on specialist training cannot be lower than last year’s, adjusted for inflation. It is expected that at least 51% of secondary education graduates will have the opportunity to study at state expense—either through a state-funded place or a grant.Special priority will be given to specialties that are critically important for Ukraine’s security, economy, and future reconstruction.Furthermore, under conditions defined by the law, citizens who have already obtained higher education at state expense or through a state grant may be eligible for state support again for studies at the same educational level.Read also

As noted by MP Babak, the bill has been in development for nearly two years—from its registration in January 2024 to its refinement by the relevant committee this summer. He stated that during the document’s preparation, a pilot project, consultations, and discussions were conducted, leading to several amendments. Importantly, the constitutional right to free higher education in state and municipal institutions remains in effect.The new regulations will be implemented gradually. The academic grant mechanism is set to launch one month after the law comes into force, while the full grant-based model for higher education financing will commence on January 1, 2027.
