New Property Purchase Regulations to Be Introduced in Poland: What Ukrainians Need to Know
Poland has decided to digitize the oversight of real estate acquisitions by foreign individuals. The Council of Ministers of Poland has adopted a draft bill that alters the procedures for property transactions involving non-citizens. These updates are intended to streamline verification processes and improve record-keeping accuracy, as announced by government spokesperson Adam Szłapka.
The primary innovation is the complete digitization of the entire process. Notaries will be mandated to submit documentation exclusively in electronic format to the Ministry of Interior and Administration (MSWiA) via a dedicated IT system, CREWAN.
This requirement pertains to agreements for the purchase of residential and land properties, as well as stakes and shares in companies that own real estate or possess rights to its perpetual usufruct.
The necessity for this reform arose because notaries currently dispatch paper copies of deeds by mail within 7 days of signing. Consequently, the Ministry of Interior frequently encounters delays.
Delayed submission of documents compromises the accuracy of state registries and casts doubt on the reliability of legal transactions.
The electronic format aims to eliminate paper-based bureaucracy, accelerate data exchange, and enable the state to monitor the market more effectively.

We remind you that the Embassy of Ukraine in Poland has urged Ukrainian refugees with PESEL UKR status to promptly update their details in Polish registries. This update is necessary for individuals who obtained their PESEL based on domestic documents or an expired foreign passport, as well as for those who subsequently acquired a new passport or altered their personal information (such as their surname).
These changes also apply to children who have received a new document or were previously registered without a foreign passport.
To update your information, you must visit your local commune office and present a valid foreign passport. Fingerprints may also be taken if required. Those who currently do not possess a foreign passport at all must urgently obtain one.
Information in the registry must be updated by August 31, 2026. Failure to comply with this requirement could lead to the revocation of PESEL UKR status, which would deprive Ukrainians of their rights to legal residence, employment, and other benefits associated with temporary protection in Poland.
Furthermore, Ukrainians in Poland have gained the option to take the theoretical driving test in the Ukrainian language. This service is now available in Warsaw, Krakow, Lublin, Gdansk, Bialystok, Tarnow, Olsztyn, and other cities.
However, the practical driving test continues to be conducted in Polish, although candidates have the right to engage a translator.
To obtain a driver’s license, a foreign national must reach the appropriate age and confirm residency in Poland for at least 185 days. The application process begins with establishing a candidate driver profile at your place of residence, which involves undergoing a medical examination and submitting a set of documents.
Following this, you can enroll in a driving school or prepare for the theory test independently, proceeding directly to the practical component.
Upon successfully passing both examinations, a fee of 100 PLN must be paid for the issuance of the document. Typically, the driver’s license is produced within nine working days, and its status can be tracked online via the info-car.pl system.
